I.               Introduction
The idea of mental revolution proclaimed by President Ir. Joko Widodo and Vice President Drs. Moch. Jusuf Kalla provide ideological foundation work to formulate plat form a government with a framework and a clear development priorities. Among them will move Indonesia towards the people who stood in the economic, political and sovereign in personality in culture. To realize '' Trisakti '' the necessary support material resources, skills, management and mental readiness. Currently the Indonesian nation is experiencing mental vulnerability in terms of the mentality of self-sufficient, sovereign and personality with plurality destructive implications for the development of the nation.
Indonesian mentality according to Mochtar Lubis (1977): First, hypocrite / hypocritical, like to pretend, another in another mouth in the heart. Second, reluctant to be responsible, like a scapegoat. Third, the feudal spirit, fond of ceremony, like to be respected rather than respect and are more concerned with status than achievement. Fourth, believe superstitious, fond keramata things, mystical and occult. Fifth, weak character, not strong enough for what you believe, pinplan and easily intimidated. Sixth, artistic; close to nature.
While the work ethic of the Japanese among them: First, to be correct and responsible, honest, hardworking, tenacious, innovative, loyal, disciplined, shame, self-supporting, life-saving, high betolerancy, keeping the tradition. Secondly, bold and knights. Third, generous and loving. Fourth, be polite and respect for parents. Fifth, sincere and earnest. Sixth, with dignity and honor. Seventh, to serve the nation. In addition there are four areas of character education in Japan. First, with regard to myself, as honest, hardworking, tenacious, innovative, loyal, disciplined and shame. Secondly, with regard to others, such as independent, life-saving, high tolerance, maintaining the tradition and respect for parents. Thirdly, with regard to nature and trust. Fourth, with regard to the community. While the ethos of the Germans among them: Ethos act rational, disciplined, hard working, success-oriented material, no indulgence in pleasure, saving and unpretentious, fond of saving and investment.
Taking into account the reality of the mental barriers that exist and ideals keindonesiaan cultural values, the idea of a mental revolution proposed by Joko Widodo - Jusuf Kalla could focus on three core mentality as the main target. All three revolved around strengthening the ideals of independence cultural mentality, the mentality of mutual cooperation and cultural mentality of service. Due to become a successful nation there are four keyword must have, among other things: Work hard, disciplined, honest and integrate.
As for the background Strengthening Culture-Based Character Education Schools  as described by Tillar (2002: 32), among others: First, education can not be separated from culture. Second, the educational process is a civilizing process, and the process of acculturation is the process of education. Third, denying education of the civilizing process is a process of alienation of human nature and thus the alienation of the process of humanization. Fourth, the educational process of cultural alienation means distancing manifestation education of moral values in human life.
While the KDP-BKS according Haryati Soebadio (2987: 37): First, education is a part of the culture as a whole. Second, education is the way, the channel to continue the culture, in the sense that education is a tool to instill the ability to behave, behave. At the same education and science teaching skills.
Thus the purpose of KDP namely: First, understand the concept-based Character Education Strengthening school culture, school culture character component conducive, the process of strengthening the KDP-BKS. Second, determine the application of the CO-BKS. Third, find alternative measures BKS KDP to do by teachers, principals, school supervisors, and school committees.
II.             Discussion
1.    Mental Revolution
The idea of mental revolution tempt many. For them, a mental revolution needed to cut down mentality, mindset and all forms of bad practices that have been ingrained since the New Order era to the present. But some may sneer these ideas as communistic idea. The idea of a mental revolution, in an effort to renew the style of thinking and acting of a society, can be found on any religious ideology. In Islam there is any notion of a mental revolution, namely the concept of back to nature, back holy and without sin. So this idea buknalah communist product or affiliated with Marxist ideology.
Indonesia is currently facing a paradox thorny demanded answers from the national leadership. After 18 years of reform, the public why we grow restless and instead added a happy or in terms of young people now getting upset?
Chaired alternately by four president between 1998 and 2014, ranging from B.J. Habibie, Abdurrahman Wahid, Megawati Soekarnoputri to Susilo Bambang Yudhoyono, Indonesia has recorded some progress in economic and political fields. They led under the banner of reform supported by the government elected by the people through a democratic process.
Economy is growing and many people who grew prosperous. The World Bank in May 2014 said the Indonesian economy has entered a 10-big world, much earlier than previous government estimates that predict only occurred in 2025. In politics people have a lot to enjoy freedom and their rights than ever before, including among them the ability to conduct periodic change of leadership through democratic elections.
Economy is growing and many people who grew prosperous. The World Bank in May 2014 said the Indonesian economy has entered a 10-big world, much earlier than previous government estimates that predict only occurred in 2025. In politics people have a lot to enjoy freedom and their rights than ever before, including among them the ability to conduct periodic change of leadership through democaratic elections.
However, on the other hand, we see and feel the turmoil of society as could be witnessed through the protests in the streets of cities and towns, as well as in other public Ruan, including the mass media and social media. Symptoms of what is this? National leaders and thinkers in Indonesia which explains the phenomenon of how anxiety and anger the community is spread while the world, Indonesia has become model success of reform that delivers political freedom and democracy alongside economic development for the people.
The reforms implemented in Indonesia sejaknya fall of Soeharto's New Order regime in 1998 merely to revamp the institutional nature. He has not touched paradigm, mindset or our political culture in the development of the nation, or the '' nation building '', sustainable, and in accordance with the Proclamation of Indonesian independence, fair and prosperous, we need to do a mental revolution.
Nation buildng may not go forward if just to rely  institutional reforms without human or nature to revamp those who run this system. As good as any institution that we create, as long as it is handled by humans with misguided, will not bring prosperity. The history of independent Indonesia is full of examples where one of management, or mismanagement State has brought great disasters nationwide.
We amended the Act of 1945, also established a number of independent commissions, including the Commission, carry out tonomi area, and have a lot to improve a number of national laws and local. Also been regularly holding elections at the national / regional. All are addressed in order to improve the management of democratic and accountable.
But at the same time, a number of traditions or culture that flourish and grow in the repressive New Order is still going on until now, ranging from corruption, intolerance towards differences and the nature of greed, until nature to be selfish, the tendency to use violence to solve problems, harassment laws that are opportunists. All of this is still going on and some of them are even more rampant, in Indonesia's natural that he is a reformist.
Corruption becomes a major factor that brought this nation to the verge of economic collapse in 1998, so that Indonesia must receive an injection from the International Monetary fund (IMF), which must be redeemed by this nation by ourselves. Regardless of the lunge and the hard work of the Commission pursue criminals, corruption is still ongoing, there are no symptoms even more extensive. Likewise, the nature of intolerance that thrives in the middle of the freedom enjoyed by the public. While rapid economic growth instead of greed and a desire to spur the nature of some people to get rich, so that justifies any means, including violations of the law.
Obviously reforms that touch the state of institutional factors, will not be enough to move Indonesia towards the ideals of the nation as proclaimed by the founders of the nation. If we fail to make a change, eradicate corruption, intolerance, greed, the desire to get rich quick, legal harassment and opportunists, all of the success of this reform soon disappeared with the destruction of the nation.
In nation-building or 'nation building', this time tend to apply the principles of ideology liberlisme, which is clearly incompatible and contradictory to the values, the culture and character of the Indonesian nation to take corrective action and not to stop the reform process that is already underway, but by launching create a mental revolution paradigm, political culture and approach of 'nation building' 'a new, more humane, according to the culture of the archipelago, unpretentious and sustainable.
The use of the term 'revolution' is not excessive. Because Indonesia needs a breakthrough in the political culture to combat and to the full all prakek bad, for too long allowed growth since the New Order era to the present. Mental revolution different from the physical revolution, because it does not require bloodshed. However, these efforts still need moral and spiritual support, and commitment in a leader - and should each revolution required sacrifice by society.
In carrying out the mental revolution, we can use the concept Triskati ever expressed by the president in his speech in 1963, with three pillars;'' Indonesia's politically sovereign'', ''Indonesia's economic independence ''and '' Indonesian socio-cultural personality''.
Sovereignty of the people in accordance with the mandate of the fourth principle of Pancasila must be enforced on Indonesian soil. State and an elected government through a democratic election should actually work for the people, and not for a handful of small groups. We must create a political system that is accountable, clean of corruption and intimiasi action. The splendor of money politics in the electoral process to some extent affect the quality and integrity of those who are elected as representatives of the people. We need to recruit memperbaikicara political players, who rely more on the skills and track record rather than wealth and their proximity to decision-making.
We also need the bureaucracy that is clean, reliable and capable, which actually serve the interests of working people and support the work of the elected government. Likewise, law enforcement, which is important for the sake of upholding the authority of the state government and make Indonesia as a state based on law. No less important in the enforcement of political sovereignty is a strong military role and trained to preserve the unity and territorial integrity of the Republic of Indonesia.
In the economic field, Indonesia should try to escape from deep ang dependence on investment / capital / assistance and foreign technology and also meet the needs of staple foods an d more imports. A liberal economic policy that puts the power of the market, has trapped Indonesia so hung foreign capital. While the depleted natural resources by multinational corporations together ''comprador'' in Indonesian.
Reform of 18 years is not much to bring change in the way we manage the economy. The government easily open the faucet imports for groceries and other necessities. Many of our political elite are stuck into rentier as shortcuts that are always loaded and not think about the consequences on farmers in Indonesia. It is ironic that Indonesia with its natural resources they rely on food imports, the Indonesian economy should be able to stand on its own feet, in accordance with the mandate of Trisakti. Food security and energy security are two things that are not negotiable. Indonesia must immediately redirect to it with a program and a clear timetable and measurable. Outside of these two sectors, Indonesia will continue to rely on exports and imports to move the economic wheel.
We also need to examine the foreign investment policy with the figure reached a record level last few know this, because it turns out most of the investment is directed into capital-intensive extractive sectors. They did not create many jobs, but they make profits as much as possible.
Trisakti third pillar is to build a social personality and culture of Indonesia. Nature Indonesiaan fading for swift pull of globalization and the impact of communication technology revolution over the last 20 years. Indonesia should not allow his nation dissolves cultural currents that do not necessarily correspond with the noble values of our nation, Pancasila. The education system must be geared to help establish the identity of the Indonesian nation cultured and civilized, which upholds the moral values of religion who live in this country. Access to education and public health services of programmed and targeted by the state can help in establishing social personality and culture of Indonesia.
